that's a pencil cactus. the sap can burn the skin. so be careful

It's a member of the spurge family (Euphorbia), which tend to have caustic milky sap (although Poinsettias are harmless).The scientific name is Euphorbia tirucalli, and they grow pretty tall. Interestingly, the sap can be converted (with a little work) into gasoline.
